The Hague towers to have fewer social homes

The Grace developer wants to cut social rental homes from 317 to 132, while increasing the number of homes in the free sector. Student housing will count towards the project’s social-housing share.

The Grace, a two-tower housing project next to Hollands Spoor station, will have far fewer social rental homes than first planned.

Developer Included wants to merge 72 smaller homes into 36 larger ones, raising free-sector homes from 528 to 634.

Social rental homes would drop from 317 to 132 under the revised plan.

Alderman Henk Harms says the share of social housing stays the same, because the project’s 248 student homes will be taken on by housing association DUWO and can be counted as social rentals.

That works out at 30 percent social housing, 20 percent mid-market rent and 50 percent free-sector, which Harms says fits the council’s housing agreements.

The towers were already cut from 180 and 153 metres to 139 and 105 metres, and the total from 1,411 homes to 1,300.

Building work formally began in April 2025 but little has happened on site since, and the intended takeover of VolkerWessels by HAL halted construction, leaving Included to find a new contractor.

Harms says talks with a new contractor are well advanced and building should resume in the first quarter of 2027.

The national government intends to approve the changes, which secures the project’s state subsidy.
