The Grace towers in The Hague set for early 2027 restart

The revised plan would cut the total from 1,304 to 1,268 homes by combining smaller units. The city is broadly supportive, but Included must submit a formal request before changes can be approved.

Work on The Grace, a two-tower project on Rijswijkseweg near Hollands Spoor station, is expected to resume in the first quarter of 2027, with developer Included in advanced talks with a new contractor.

Construction formally began in April 2025 but came to a near standstill because of the planned takeover of contractor VolkerWessels by HAL.

Included then began looking for another builder to finish the towers, which will stand 139 and 105 metres tall.

Homes and rental categories revised

Alderman Henk Harms has written to the city council that changing views on costs, revenues and housing demand have changed the plan, with 72 smaller flats merged into 36 larger ones and the total falling from 1,304 to 1,268.

The student homes will go to social housing provider DUWO, so they count as social rent, giving a mix of 30 percent social rent, 20 percent mid-range and 50 percent private sector.

The city is discussing the changes with Included and is also consulting the national government about a subsidy awarded earlier.

It is positive in principle, citing the unusual circumstances, challenging market conditions and the project’s complexity, but Included must still submit a formal change request before a final decision.
