From 1 January 2028, the planned requirement will apply to cats born on or after that date.
Owners will be responsible for arranging the chip as soon as possible after birth, and veterinarians will handle registration.
A microchip contains a passive transponder with a unique number.
A scanner reads that number, which is linked to information about the animal.
Around 62,500 cats go missing in the Netherlands each year, Agriculture State Secretary Silvio Erkens said.
He said only about 10% are found and taken in by animal welfare services, while the rest end up on the streets.
Microchips and missing pets
Since dogs became subject to a chip requirement, Dierenbescherming has been able to reunite owners with 90% of dogs that were found.
Former Agriculture Minister Piet Adema proposed a similar rule for cats three years ago, but it was not put into effect.
Erkens said the measure could prevent cats from having to live on the street and help owners reconnect with their pets.
He noted that cats could still go missing or die, even with a chip.
