Restaurants on the boulevard at Kijkduin can serve customers in their glass conservatories, but the rules do not let them put tables outside.
The restriction is in the city’s environment plan, which keeps the promenade clear for walkers, for people on the benches and for emergency services and lorries.
Business owners have asked the municipality to change that, and alderman Richard de Mos wants the council to allow terraces up to one and a half metres wide.
He says that limit leaves enough room for other visitors and emergency vehicles, and would help the businesses that are open in a resort where many shops still stand empty.
Stichting Marketing Kijkduin and the coalition party VVD back the plan, saying tables and parasols along the fronts would brighten the boulevard and give visitors somewhere to sit in fine weather.
The Party for the Animals is against it, arguing that owners could open their existing glass canopies in summer instead of taking over more public space.
The coalition has also scrapped plans for paid parking at Kijkduin and set money aside to bring events and attractions to the seafront.
The city council is due to decide in the coming weeks.
