Rubbish and recycling in The Hague, explained properly, including the fines

Putting your rubbish out wrongly in The Hague costs 199.57 euro.

That is the gemeente’s own figure, charged per offence, and it is not a parking-style penalty you can shrug at: it arrives as an invoice with a debtor number, and it is due whether or not you object.

It is worth understanding what triggers it, because most of the triggers are timing rather than contents.

Bags out before 22:00 the evening before collection day.

Bags still out after 07:45 on collection day.

Anything placed on or next to a container rather than inside it.

Waste left anywhere that is not the kerb or an official disposal point.

Bulky items put out without booking a collection.

The one that catches newcomers hardest is the bag beside a full underground container.

It looks like a reasonable thing to do.

It is the single most expensive gesture available to you in this city.

Two systems, and which one you are in

Part of The Hague works on kerbside collection: you put a wheeled minicontainer or sacks out on your collection day and a lorry takes them.

The rest works on ondergrondse restafvalcontainers, the sunken bins with a hatch at pavement level, which you use whenever you like.

Which one applies is decided by your street, not your preference.

The huisvuilkalender on denhaag.nl takes your postcode and house number and tells you your collection days and which streams are collected when.

Look it up in your first week rather than working it out by watching the neighbours, because the neighbours are not all doing it correctly either.

If you are on kerbside collection, you must use either the minicontainer the gemeente supplied or proper sacks carrying the KOMO mark.

Supermarket carrier bags are not acceptable and are one of the things that gets a street flagged.

What gets separated

Five streams are collected separately: gft, which is vegetable, fruit and garden waste; paper and cardboard; glass; textiles, clothing and shoes; and pmd, meaning plastic, metal and drinks cartons.

Bread, electrical appliances, used cooking oil and small chemical waste each have their own route as well.

Two rules about what must not go in the general sack, both of which have consequences beyond a fine.

Sharp objects and loose glass endanger the people handling it.

Chemical waste, business waste and textiles do not belong in it at all and have separate collection points.

Glass and paper containers sit on most street corners.

Textile containers are less common and worth finding once, because clothing in the general waste is both wasteful and, in a city with this many kringloop shops, unnecessary.

Bulky waste, which is free and which people pay for anyway

Grofvuil collection costs nothing.

You book it on denhaag.nl, you pick your own collection day, and you put the items out.

That is the whole process, and every month people in this city pay a van driver to take away a sofa the gemeente would have collected for free.

There are size limits: nothing longer than 1.5 metres, and nothing wider or taller than half a metre.

A wardrobe has to come apart first.

Anything beyond that goes to a disposal station yourself.

Before you book, ask whether the thing still works.

Many kringloop shops in The Hague run a free collection service for furniture and appliances in usable condition, which is faster than the gemeente, better for the item, and the reason the second-hand market here is as good as it is.

That cuts both ways when you are furnishing a flat from nothing.

The disposal stations

Three afvalbrengstations serve the city: Plutostraat 1 in the Binckhorst, Uitenhagestraat 4 in the centre, and De Werf 11P in Loosduinen.

All three are open Monday to Saturday from 08:30 to 17:00.

You need an afvalpas to get in, applied for through denhaag.nl.

Get it before you need it.

Turning up on a Saturday with a car full of renovation debris and no pass is a wasted morning.

Most waste is accepted free.

Soil, gravel, roofing material and paving tiles are charged at 1.65 euro per unit.

Small chemical waste is capped at 25 kilos per visit.

Since 15 December 2025, anyone arriving with a grey number plate also needs identification and a letter showing their name and address dated within the last three months, which is aimed at traders using household facilities.

What you are paying for this

Afvalstoffenheffing is charged per household and for 2026 it is 412.56 euro for a one-person household, 463.80 euro for two people, and 507.48 euro for three or more.

It stops rising after three, so a family of five pays the same as a family of three.

Household size is read from the BRP on 1 January, which is one of several reasons your registration being correct matters in cash terms.

Businesses do not pay it at all; they arrange commercial collection separately.

If you move out mid-year, you can apply for remission for the months you were not there, through MijnDenHaag with DigiD or by letter.

The gemeente answers within eight weeks.

If you get the 199.57 euro invoice

You have six weeks from the date on the decision to lodge a bezwaar.

The gemeente then takes nine to thirteen weeks to decide.

The charge remains payable in the meantime and is refunded if you win, which is an unpleasant order of events but the standard one for Dutch administrative decisions.

Grounds worth arguing are factual rather than sympathetic: it was not your waste, the bag came from a different address, the timing recorded was wrong.

“I did not know the rule” is not a ground, and neither is “the container was full”, because the correct response to a full container is the next container rather than the pavement.

If you genuinely cannot pay in one go, the gemeente will set up a payment arrangement on request; you submit the form with your invoice and debtor number.

Living with it

The practical shape of this in a Hague flat is three small containers under the sink and a walk to the corner twice a week.

It is a habit rather than a project, and the fine exists because the alternative, in a dense city with a lot of tenants who move often, is bags on pavements.

Two related points.

If you are in a shared building, ask on day one where the bins are and whose responsibility the communal ones are, because that is frequently unclear and occasionally contested.

And when your tenancy ends, the clear-out is bulky waste and it is free, but it needs a booking, so it belongs on the list alongside the meter readings covered in the utilities article.

Leaving it on the street on your last morning is how a move ends with a 199.57 euro invoice forwarded to your new address.
